Application for Special Event Permit for Events hosted on City Property
Thank you for your interest in hosting a Special Event on a City of St. Catharines property. Please ensure this form is filled out with as much detail as possible.
Please note that submitting an application does not guarantee a permit will be issued.
First, please consider if your event would be considered a Special Event
What is a Special Event?
Your event may be classified as a Special Event *if* your event involves any of the following and would have the Special Event Permit Fee Applied:
- Uses three or more amenities in a park
- Has an expected attendance of over 150 people
- Require a road closure
- Has a licensed area
- Includes multiple activities
- Spans multiple days
Events with less than 150 people require a general reservation, permit and insurance.

Deadlines for submission of Application for Special Event Permit:
New Major Event (e.g. involves road closure, midway, licensed area, multiple activities, significant number of attendees): 7 months prior to requested events date
New Minor Event (e.g. one day or less; one or few activities): 4 months prior to requested events date
Returning Annual Event: Nov.30
All events must adhere to all laws, guidelines, protocols, regulations and permissions from the Province of Ontario, Niagara Region Public Health and the City of St. Catharines.
