Graffiti Removal Financial Assistance Program Application

Thank you for your interest in the City of St. Catharines' Graffiti Removal Financial Assistance Program.

Only costs associated with the work of a qualified contractor will be reimbursed through the program, the City will not reimburse costs associated with personal removal efforts.

It is the applicant’s responsibility to engage a qualified contractor for graffiti removal.

The contractor’s invoice must indicate the following information:

  1. Contractor name and address/contact information
  2. Total cost including all applicable taxes
  3. HST registration/business number
  4. Certificate of WSIB
  5. Certificate of Valid Insurance
  6. Date the removal was completed
  7. Method of removal

The City of St. Catharines will contribute 50% (fifty percent) of the cost of removal, up to a maximum contribution of $500 per incident up to a maximum of three times per year.

Application approval is subject to inspection by City staff.

Reporting and Application Process

Step 1:

  • Applicant (property owner) reports incident to Niagara Regional Police Service (NRPS) at 905.688.4111 and obtains incident number
  • Applicant (property owner) reports incident to City via email (jthomson@stcatharines.ca) including the incident number from the NRPS  

Step 2:

  • City staff provides program description and link to the online application form
  • Staff processes inspection work order
  • Staff inspects property and verifies graffiti

Step 3:

  • Applicant (property owner) reviews information package, acknowledges disclaimer
  • Applicant (property owner) selects contractor, authorizes contractor to proceed with work
  • Applicant (property owner) pays contractor in full upon work completion
  • Applicant (property owner) submits complete application and proof of payment

Step 4:

  • Staff inspects the work and verify completion
  • Application approved
  • Staff processes payment to applicant (property owner)
