Emergency Flood Alleviation Program

The City of St. Catharines is developing an Emergency Flood Alleviation Program (Emergency FLAP) to help St. Catharines homeowners impacted by the significant rainstorms and flooding that happened in July and August 2026 impacted by recent floods protect their properties against future flooding.

The City’s Emergency Flood Alleviation Program intends to reimburse eligible homeowners for 90 per cent of the cost (up to a maximum of $5,000) of eligible flood protection devices and associated installation work.

Due to increased demand for the Emergency Flood Alleviation Program (FLAP), we are currently experiencing a high volume of inquiries and applications. As a result, response times may be delayed.
