Flood Resilience Task Force Application Form

Thank you for your interest in joining the Flood Resilience Task Force. The objectives of the Flood Resilience Task Force are available on the City's website.

If appointed, your term on the Flood Resilience Task Force will begin upon appointment and last until the Task Force submits its final report to Council.

This is an unpaid, volunteer Task Force. Membership on the Flood Resilience Task Force will be composed of the following:

  • Up to seven Technical Members
  • Up to two St. Catharines residents directly impacted by the flooding
  • One member of City Council

Evaluation and Selection Process

  1. Submit your application using this form.  Applications are due by October 16 at  12 p.m.  Applications after this date will not be accepted.

    • Applications must be completed in full to be accepted. For an application to be considered "Completed in Full" you must see the "Thank You" page, which is the last page of this online form.
  2. After the deadline for applications, a Nominating Panel will review the applications and recommend individuals for appointment.
    • The Nominating Panel will be comprised of staff who will be supporting the Task Force.  
    • Applications will be evaluated based on the qualificiations sought for members of the Flood Resilience Task Force (as noted in its Terms of Reference) and the principles of the City's Public Appointments Policy.
    • For your reference, the application evaluation process is displayed below. 
  3. Recommendations for appointment, along with a list of applicants and their applications, will be provided to Council through a confidential memo, as public discussion of the merits of individual applicants is considered a personal matter about identifiable individuals. 
  4. The appointments approved by Council will be published in the meeting minutes.
  5. All applicants will be notified via email of whether their application was successful or unsuccessful.

We anticipate the appointment of members will take place in November 2026, but timing is subject to change.

Application Questions 

  • Below are the questions you will be asked on Page 5. 
  • We are recruiting for two categories: Technical Members and St. Catharines residents directly affected by the flooding.
  • On Page 5 you will be asked to identify which category you are applying for (you may also apply for both) and you will then be asked to provide answers to those questions. 
  • The majority of the questions are "yes or no," and for each question you can provide as much or little detail as you feel is appropriate. 

 

Questions on Page 5 for Technical Member Applicants

  • Do you have experience in the management and oversight of municipal wastewater and / or stormwater systems and infrastructure?
  • Do you have experience working for a regulatory agency and / or conservation authority, with expertise in wastewater, stormwater, watershed management and / or environmental regulation?
  • Do you have experience in municipal emergency management or emergency planning, including severe weather response, emergency preparedness and / or continuity planning?
  • Are you or have you been employed as a consulting engineer specializing in the planning, design and / or construction of wastewater and / or stormwater systems and infrastructure?
  • Are you or have you been employed as a contractor with experience in the construction, rehabilitation and / or maintenance of wastewater and / or stormwater infrastructure?

 

Questions on Page 5 for St. Catharines Residents Affected by Flooding Applicants

  • Are you a St. Catharines resident who was directly impacted by the 2026 flooding?
  • If you answer "Yes," you will be asked to identify your ward and you will be given an opportunity to add additional information.

 

General Questions on Page 5 that everyone will be asked to answer.

  • Tell us about yourself and why you want to serve on the Task Force. What do you hope to contribute, and how would you support the work of the Task Force?
  • Tell us about your skills, education and work experiences that are relevant in supporting the work of the Task Force.
  • Tell us about your lived experiences with the recent storms (or past storms), insights you will bring to the Task force and your desired outcomes.
  • Tell us about any previous involvement with technical reviews, committees, task forces, boards, or any sort of associations.

Evaluation of Applications

Below is how applications will be reviewed by each member of the Nominating Panel.

Qualifications and Lived Experience

  1. Evaluate the applicant's relevant experience, technical skills and / or expertise as it relates to the qualifications sought for the Task Force (for evaluating Technical applications). 
  2. Evaluate the lived experience of the resident as it relates to their impacts from the flooding, including geographic representation (for evaluating resident applications)

Selection Criteria

  1. Based on your application, how do you rank the applicant (Highly Qualified | Qualified | Not Qualified)
  2. Is the applicant a member of any underrepresented groups or do they bring forward a perspective that is not reflected by other applicants?

Recommendation

  1. Based on the evaluation of questions 1 to 3, is the applicant recommended for appointment? (yes or no)
  2. If yes, rank the applicant compared to other the applicants recommended for appointment.
